Tricy driver nabbed in capitol buy-bust

A tricycle driver who had been charged for possession of illegal drugs five years ago was apprehended last week in a buy-bust operation just inside the provincial capitol compound in Virac.

Last Sept. 25, 2019 at 8:25 P.M., joint elements of Virac and Bato police stations, and the Catanduanes 1st Police Mobile Force Company led by Major Bon Billy Timuat, acting police chief of Virac, in coordination with the Philippine Drug Enforcement Administration (PDEA) collared Vicente Torres Gianan, 38, a resident of Francia, after selling a medium-sized plastic sachet containing white crystalline substance believed to be "shabu" to a police officer who acted as poseur-buyer.

Aside from the illegal drug, the police also seized from the drug surrenderee as evidence a genuine P500 bill and three fake P500 bills used as buy-bust money.

Since 2014, the police had been targeting Gianan, whose barrio mate and now shabu lab star witness Ernesto Tabor Jr. tried to set him up in May 2014. However, it was another man who delivered the shabu and got arrested in May that year.

Five months later, on Oct. 16, 2014, police officers responding to a commotion between two persons in Palnab del Norte came upon Gianan and another man who yielded a Cal. 22 revolver.

That same afternoon, police searched Gianan’s house in Francia and found three small sachets of shabu, a small sachet containing residues, aluminum foil, a pack of empty plastic sachets, two SIM cards and four Banco de Oro deposit slips.

He was charged with possession of dangerous drugs but was later acquitted for failure of the prosecution to prove his guilt.
